Euro zone jobless hits highest level since birth of euro (Reuters)

BRUSSELS (Reuters) ? Euro zone unemployment has risen to its highest level since the euro single currency was introduced, data showed on Tuesday, a day after EU leaders promised to focus on creating millions of new jobs to try to kickstart Europe's floundering economy.

Seasonally adjusted unemployment among the 17 countries sharing the euro rose to 10.4 percent in December, on a par with an upwardly revised November figure, the European Union's statistics office Eurostat said.

It was the highest rate since June 1998, before the introduction of the euro in 1999.

"We're looking at a further increase over the coming months, so that is worrying," said Martin van Vliet, an economist at ING. "Look at Greece, where unemployment is some 20 percent, and it is 23 percent in Spain. At a certain point this could lead to political unrest."

After two years of a deep debt crisis and budget austerity, the number of Europeans out of work has risen to 16.5 million people, with another 20,000 people without a job in December from the month before. The rate steadily crept up through 2011 as growth stalled and recession loomed.

At a summit on Monday, Europe's leaders tried to shift the debate from fighting the debt crisis to reviving growth in a bloc that produces 16 percent of global economic output.

They are looking to deploy 82 billion euros of unspent funds from the EU's 2007-2013 budget in an attempt to boost employment. But most economists expect scant progress while the euro zone's high debtors are compelled to persist with harsh austerity programs.

A growing gap between the wealthy nations of northern Europe and those of the poorer, less productive south overshadows any EU-wide growth and jobs policies implemented from Brussels.

Germany's unemployment rate fell to 6.7 percent in January, separate figures showed, a new record low since figures for unified Germany were first published.

Austria boasted the euro zone's lowest jobless rate at 4.1 percent in December, followed by the Netherlands at 4.9 percent.

But unemployment in Spain reached a new high of 22.9 percent in November and December. In Greece, joblessness was 19.2 percent for October, the latest data available. Unemployment reached 13.6 percent in Portugal in the final month of 2011.

"A budgetary straitjacket risks merely shrinking Europe's economy and it will do nothing to ease the periphery's competitiveness problems, the underlying cause of the sovereign crisis," said Trevor Greetham, portfolio manager at Fidelity Multi Asset Funds.

High joblessness is a blight on the European economy, and youth unemployment is particularly problematic, particularly in Spain, where almost half of young people cannot find full-time work.

"For me this is the most painful aspect of the whole situation we're facing in Europe, this great divergence on the labor market. Because if unemployment in Germany is falling, we may see less preparedness to help out the rest of the euro zone," Van Vliet said.

After years of falling unemployment, the 2008-2009 global financial crisis destroyed job creation prospects in Europe and the ensuing sovereign debt crisis has only worsened the outlook.

In the 27-nation European Union, the number of jobless has risen steadily from a recent low of 7.1 percent of the working population in 2008 to 9.9 percent in December -- some 23.6 million people.

Economists say it could reach 11 percent by mid-2012.

"It's very important that we don't forget the growth and the jobs," Danish Prime Minister Helle Thorning-Schimdt told reporters as she arrived at the half-day summit on Monday. "Everything starts and ends with growth and jobs," she said.

China to make Shanghai the world's yuan centre by 2015 (Reuters)

BEIJING (Reuters) ? China will make Shanghai the global centre of yuan trading, clearing and pricing by 2015, according to a specific state plan laying out the city's future as an international financial centre.

The detailed plan, published jointly by the country's economic planning agency and the Shanghai government, shows the scale of China's ambition in creating its own version of New York, London or Hong Kong.

The National Development and Reform Commission envisions a trading hub with annual non-forex financial market volume of 1,000 trillion yuan ($158.3 trillion) by 2015 from less than 400 trillion in 2010.

The plan said the daily mid-point price published by the central bank in the onshore yuan market would be the benchmark for both domestic and foreign yuan trading markets, and the government-backed Shanghai Interbank Offered Rate, or Shibor, would be the benchmark for yuan credit everywhere.

China would also encourage overseas companies to sell yuan-denominated shares in its domestic stock markets, but the plan did not give a detailed timetable.

Canon announces middling Q4 2011 earnings report, president steps down

In the wake of a relatively strong Q3, Canon today unveiled a slightly less rosy earnings report for the fourth quarter of 2011. Net sales for the quarter reached ¥964.8 billion (about $12.6 billion), up from the ¥916 billion the company reported last quarter, but down about 9.7 percent from Q4 2010. Quarterly operating profit, meanwhile, rose 14.2 percent on the year, to ¥94.6 billion ($1.2 billion). Profit for the full fiscal year, however, declined by 2.4 percent to ¥378.1 billion (approximately $4.9 billion), compared with the ¥387.6 billion ($5.1 billion) Canon raked in for all of 2010. Net income, on the other hand, rose by nearly 14 percent over Q4 2010 (¥61.4 billion from ¥54 billion), but only 0.8 percent over the full fiscal year (¥248.6 billion in FY 2011, ¥246.6 billion in FY 2010).

Looking forward to 2012, the cameramaker expects net income to increase to ¥250 billion, which would mark the second straight year of less than one percent growth. This forecast is lower than what many analysts expected, though Canon based its projections on assumptions that the yen will continue to rise against both the dollar and the euro, making Japanese exports more expensive in Western markets. It was against this backdrop of disappointment that company president and COO Tsuneji Uchida announced his resignation today, effective March 29th. The 70-year-old Uchida will be replaced by 76-year-old chairman Fujio Mitarai, with Uchida slipping into an advisory role. Fireworks send Beijing air pollution soaring (AP)

BEIJING ? Clouds of smoke from Lunar New Year fireworks sent air pollution in Beijing soaring under a new more sensitive measurement system, reports said Sunday.

Readings of fine particulate matter called PM2.5 reached 1.593 milligrams per cubic meter on the Jan. 22 eve of the holiday, about 100 times worse than the amount considered good for 24-hour exposure, the city's environmental bureau said.

The reading drew wide publicity in the local media on Sunday. The popular Beijing Youth Daily praised the city government for taking a more critical look at air pollution, while urging residents to consider the environmental effects of setting off fireworks.

By noon on Sunday, as people headed back to work after the weeklong holiday, the level stood at a relatively good 0.039.

Concern has grown over air pollution from automobiles and other sources, prompting the city this month to begin announcing measurements of PM2.5 ? particles less than 2.5 micrometers in size. That's about 1/30th the width of an average human hair.

Because of their small size, the particles can lodge deeply in the lungs and are believed to pose the greatest risk to health.

Beijing is frequently cloaked in yellow haze, with buildings a couple of blocks away barely visible.

On particularly bad days, schools cancel outdoor activities due to the risk of respiratory problems and hospitals report increased numbers of people ? particularly the elderly ? seeking help because they're having trouble breathing. Long-term exposure can cause a range of illnesses, especially to the cardiovascular system.

The city previously only released readings of the coarser PM10 standard that often indicated pollution was "light," leading to accusations it was hiding the true extent of the problem.

The U.S. Embassy began independently monitoring PM2.5 from a device on its rooftop and releasing the results via Twitter. Some residents even tested the air in their neighborhoods and posted the results online.

Beijing is now releasing hourly readings of PM2.5 that are taken from a monitoring site about 4 miles (7 kilometers) west of central Tiananmen Square.

St. Louis hosting 1st big parade on Iraq War's end (AP)

ST. LOUIS ? Looking around at the tens of thousands of people waving American flags and cheering, Army Maj. Rich Radford was moved that so many braved a cold January wind Saturday in St. Louis to honor people like him: Iraq War veterans.

The parade, borne out of a simple conversation between two St. Louis friends a month ago, was the nation's first big welcome-home for veterans of the war since the last troops were withdrawn from Iraq in December.

"It's not necessarily overdue, it's just the right thing," said Radford, a 23-year Army veteran who walked in the parade alongside his 8-year-old daughter, Aimee, and 12-year-old son, Warren.

Radford was among about 600 hundred veterans, many dressed in camouflage, who walked along downtown streets lined with rows of people clapping and holding signs with messages including "Welcome Home" and "Thanks to our Service Men and Women." Some of the war-tested troops wiped away tears as they acknowledged the support from a crowd that organizers estimated reached 100,000 people.

Fire trucks with aerial ladders hoisted huge American flags in three different places along the route, with politicians, marching bands ? even the Budweiser Clydesdales ? joining in. But the large crowd was clearly there to salute men and women in the military, and people cheered wildly as groups of veterans walked by.

That was the hope of organizers Craig Schneider and Tom Appelbaum. Neither man has served in the military but came up with the idea after noticing there had been little fanfare for returning Iraq War veterans aside from gatherings at airports and military bases. No ticker-tape parades or large public celebrations.

Appelbaum, an attorney, and Schneider, a school district technical coordinator, decided something needed to be done. So they sought donations, launched a Facebook page, met with the mayor and mapped a route. The grassroots effort resulted in a huge turnout despite raising only about $35,000 and limited marketing.

That marketing included using a photo of Radford being welcomed home from his second tour in Iraq by his then-6-year-old daughter. The girl had reached up, grabbed his hand and said, "I missed you, daddy." Radford's sister caught the moment with her cellphone camera, and the image graced T-shirts and posters for the parade.

Veterans came from around the country, and more than 100 entries ? including marching bands, motorcycle groups and military units ? signed up ahead of the event, Appelbaum said.

Schneider said he was amazed how everyone, from city officials to military organizations to the media, embraced the parade.

"It was an idea that nobody said no to," he said. "America was ready for this."

All that effort by her hometown was especially touching for Gayla Gibson, a 38-year-old Air Force master sergeant who said she spent four months in Iraq ? seeing "amputations, broken bones, severe burns from IEDs" ? as a medical technician in 2003.

"I think it's great when people come out to support those who gave their lives and put their lives on the line for this country," Gibson said.

With 91,000 troops still fighting in Afghanistan, many Iraq veterans could be redeployed ? suggesting to some that it's premature to celebrate their homecoming. In New York, for example, Mayor Michael Bloomberg recently said there would be no city parade for Iraq War veterans in the foreseeable future because of objections voiced by military officials.

But in St. Louis, there was clearly a mood to thank the troops with something big, even among those opposed to the war.

"Most of us were not in favor of the war in Iraq, but the soldiers who fought did the right thing and we support them," said 72-year-old Susan Cunningham, who attended the parade with the Missouri Progressive Action Group. "I'm glad the war is over and I'm glad they're home."

Don Lange, 60, of nearby Sullivan, held his granddaughter along the parade route. His daughter was a military interrogator in Iraq.

"This is something everyplace should do," Lange said as he watched the parade.

Several veterans of the Vietnam War turned out to show support for the younger troops. Among them was Don Jackson, 63, of Edwardsville, Ill., who said he was thrilled to see the parade honoring Iraq War veterans like his son, Kevin, who joined him at the parade. The 33-year-old Air Force staff sergeant said he'd lost track of how many times he had been deployed to Iraq and Afghanistan as a flying mechanic.

"I hope this snowballs," he said of the parade. "I hope it goes all across the country. I only wish my friends who I served with were here to see this."

Looking at all the people around him in camouflage, 29-year-old veteran Matt Wood said he felt honored. He served a year in Iraq with the Illinois National Guard.

"It's extremely humbling, it's amazing, to be part of something like this with all of these people who served their country with such honor," he said.

DAVOS, Switzerland ? Business and social media leaders are teaming up to tackle the transmission of HIV from mothers to babies, saying the medicine and the money are largely in place and with the right organization they can eliminate HIV-infected births by 2015.

Apax Partners U.S. CEO John Megrue will chair the business group to coordinate work already being done by governments and other international donors. He says almost 400,000 babies are born with HIV each year.

Randi Zuckerberg, who founded RtoZ Studios after leaving the Facebook company that her brother Mark started, will lend the power of social media to increase awareness, by pulling in 1,000 influential Twitter and Facebook users.

She calls it "a social good broadcast experiment."

Report: 11 Iranian pilgrims kidnapped in Syria

(AP) ? Iran's official IRNA news agency says gunmen in Syria have kidnapped 11 Iranian pilgrims traveling by road from Turkey to Damascus.

Friday's report says a bus with 49 Iranians was stopped after leaving the town of Halab on Thursday. It says gunmen abducted 11 young men from the group but let go the other passengers, who included women, elderly men and three children.

IRNA says thieves later attacked the rest of the group, stealing their money and valuables.

Iranian pilgrims routinely visit Syria ? Iran's closest ally in the Arab world ? to pay homage to Shiite holy shrines.

Last month, 7 Iranian engineers building a power plant in central Syria were kidnapped. They have not yet been released.

Tehran has staunchly backed President Bashar Assad during Syria's 10-month-old uprising.

Hollywood's 'startling' behind-the-scenes gender gap: By the numbers (The Week)

New York ? Only 5 percent of movie directors in 2011 were women ? a steep decline from 1998's already-paltry 9 percent figure

When the breakout success last year of Bridesmaids proved once and for all that women are commercially viable stars, movie industry insiders began heralding a new era for Hollywood actresses. But behind the scenes, the Hollywood gender gap is as prevalent as ever. According to a new report by the San Diego State University Center for the Study of Women in Television and Film, of all the directors, producers, writers, cinematographers, and editors working on the top 250 highest-grossing movies last year, a scant 18 percent were women. Here, a numerical look at how Hollywood's "startling" women problem breaks down:

    UK judge: Social network sites differ from press

    (AP) ? The British judge presiding over a wide-ranging inquiry into media ethics and practices has suggested that social networking sites such as Facebook and Twitter should be seen differently than traditional publishers.

    Lord Justice Brian Leveson said Thursday that there was a distinction between what he described as "pub chatter" between friends on such sites and organizations which publish material for public consumption.

    Leveson's inquiry was set up in the wake of Britain's phone hacking scandal and has the power to recommend far-reaching changes to the way the country's media are regulated.

    The judge also is considering whether nontraditional forms of media, such as blogs, should be submitted to any eventual new rules.

    HBT: Cuban star Cespedes reportedly declared free agent

    UPDATE: That was fast. Dionisio Soldevila of the?Associated Press was told by?Cespedes? representative,?Edgar Mercedes, that not only has the Cuban outfielder established residency in the Dominican Republic, he has also officially been granted free agency by MLB.?In fact, Cespedes stopped playing in the Dominican Winter League playoffs at the urging of MLB teams.

    We haven?t heard any clarification from MLB on the matter, so it?s possible Mercedes may have jumped the gun,?but it?s safe to say things are about to heat up.

    6:26 PM: While the Prince Fielder sweepstakes has finally reached a resolution, the bidding for?Yoenis Cespedes is just about to begin.

    Cespedes? representative,?Edgar Mercedes, told Jesse Sanchez of MLB.com that the Cuban outfielder has finally established residency in the Dominican Republic. He is now waiting on approval from MLB to become a free agent.

    Cespedes recently told?Dionisio Soldevila of the Associated Press that the Cubs,?Marlins, White Sox, Orioles, Tigers and Indians have shown the most interest in him. However, it?s possible the Tigers will be less willing to pony up after agreeing to a nine-year, $214 million contract with Fielder earlier today. Still, most expect the 26-year-old outfielder will end up with a contract richer than the $30.25 million deal Cuban left-hander Aroldis Chapman signed with the Reds two years ago.

    Cespedes, 26, recently went 5-for-35 (.143) with one home run and a 10/0 K/BB ratio during a stint with Aguilas?Cibaenas in the Dominican Winter League playoffs. While it?s unlikely the poor performance will have a significant impact on his asking price, it wouldn?t be surprising if he needs some seasoning in the minor leagues.

    (AP) ? Minnesota Rep. Michele Bachmann announced Wednesday she will seek a fourth term in the U.S. House following her failed presidential bid.

    Bachmann declared her plans in an interview with The Associated Press. The Republican congresswoman had been mum on her plans since folding her presidential campaign after a poor showing in the Iowa caucuses earlier this month.

    "I'm looking forward to coming back and bringing a strong, powerful voice to Washington, D.C.," Bachmann said.

    Bachmann will be a formidable candidate in Minnesota's 6th District, where other Republican hopefuls had stood aside until she made a decision on running for re-election. Some experts had speculated that Bachmann might instead turn to a career in talk media.

    Bachmann is a potent fundraiser who raised $13.5 million in her last House race, but would likely start from scratch after the presidential campaign. A campaign finance report that would show how much money she can bring to the race isn't due until the end of the month.

    Bachmann also faces uncertainty over how her district will be reshaped. One redistricting plan put forth by Democrats would throw her into a race with Rep. Betty McCollum, a six-term Democrat who represents the St. Paul area. A special redistricting panel is due to issue maps late next month.

    Bachmann was an early media favorite in the chase for the GOP presidential nomination after winning the Iowa straw poll in midsummer, but she eventually faded.

    Her announcement came in an interview to react to President Barack Obama's State of the Union speech. Just as she did on the campaign trail, Bachmann criticized Obama for "doubling down on failures that didn't work."

    "We have to radically scale back on government spending, we have to radically cut back on debt accumulation," Bachmann said.

    Kaleb Kula, Autistic 6th Grader, Bullied On Videotaped Beating At Maryland School Bus Stop

    Troubling footage has surfaced of an autistic student being brutally beaten to the ground at his Maryland school bus stop while his peers stood by to watch -- and catch the act on camera.

    In the video, acquired by WMAR-TV, an unidentified student strikes 11-year-old Kaleb Kula in the head as other students cheer on.

    "Yo, beat the sh-- out of him!" one student yells. The video was later uploaded to Facebook.

    Kula has been a victim of bullying for years at Elkton Middle School, WMAR-TV reports, being verbally and physically abused by his peers. He tells the station that he just has "a bad reputation."

    "At least kids that don't have special needs can defend themselves a little bit more," Kaleb's father James Kula said. "He's pretty much defenseless."

    For the most part, the instance of student victimization in schools has fallen since 1995, according to a report by the National Center for Educational Statistics, but the problem persists. The proportion of students reporting criminal victimization at school fell to 4.3 percent of students aged 12 to 18 in 2005, from 9.5 percent in 1995. In the 2008-2009 school year, about 3.9 percent of students aged 12 to 18 reported being victims of a crime at school.

    The Kulas said they had issued many requests for help from the school, to no avail. School officials say, however, they are following procedures in place to prevent bullying and protect students.

    "I'm going to try to put this behind me, but then it's going to come running back in front of me and confront me again," Kaleb told WMAR-TV. "That's what I think will happen. It's like a ground hog trying to run from its shadow."

    Elkton police have charged the boy who struck Kaleb in the video as a juvenile with second degree assault.

    Kaleb's incident is just the latest in a series of assaults against autistic students. In 2009, Virginia school bus driver Alice Davis Holland and special education aide Mary Alice Evans were caught on surveillance hitting, kicking and choking autistic student Timothy Kilpatrick on the school bus. Holland and Evans were convicted of criminal charges last fall.

    In December, 9-year-old Christopher Baker, also an autistic student, was reportedly stuffed into a duffel bag by his educators as punishment for misbehavior. The bag was closed with the student, and his mother found him wiggling inside as a teacher's aide stood by.

    Students who stand out for being "different" or who have unique attributes are often more likely to fall victim to school bullying. In a report by AAPI Nexus issued last fall, research showed that Asian American students are bullied in American schools much more than students belonging to any other ethnic group.

    According to a survey by Onepoll and Youngpoll, the effects of bullying are having averse effects on even younger groups of students. About 44 percent of children surveyed between the ages of 11 and 13 said they had been bullied because of their weight, and more than 40 percent of kids younger than 10 admitted they were concerned about gaining weight -- with nearly one-fourth of the younger group reporting having been on a diet in the last year.

    The psychological effects of bullying are pervasive. The suicides of 14-year-old Jamey Rodemeyer from Buffalo, N.Y. and 10-year-old Ashlynn Conner from Vermilion County, Ill. are just two of dozens of reports illuminating the strife of young victimized students. Last year, 13-year-old Nicolette Taylor resorted to plastic surgery to escape harassment and name-calling, particularly on social networking sites such as Facebook.

    Bullied students are shown to suffer academically as well. Research presented to the American Sociological Association last fall revealed that students who reported being bullied in the 10th grade saw a slight decrease in GPA by 12th grade. The change is even sharper for black and Latino students who tend to earn high marks.

    No whooping cough deaths in California last year

    (AP) ? No Californian died from whooping cough in 2011, the first year since 1991 that there have been no deaths in the state from the highly infectious illness.

    Public health officials credit greater awareness, faster diagnosis and a new state law requiring that middle and high school students get a booster shot.

    The news Tuesday comes after the state experienced a whooping cough epidemic in 2010 in which 9,000 people were infected and 10 infants died.

    Though infections remained high last year, no deaths were reported.

    Dr. Gil Chavez of the state Department of Public Health says authorities are waiting to see how this year goes before declaring the epidemic over. But he says the state is headed in the right direction.

    Male monkeys who live at home have more luck with females

    Human males living with their moms may not expect to have much luck hooking up this Valentine?s Day. But among the northern muriqui monkeys, males that spend the most time around their mothers seem to get an added boost when mating time rolls around.

    The findings, published in the Proceedings of the National Academy of Sciences USA, suggest that females in some species may have evolved to play a critical role in their sons? reproductive success. Karen Strier, the paper?s lead author and a professor of anthropology at the University of Wisconsin?Madison, says the paper ?extends? the so-called grandmother hypothesis, a concept in which human females evolved to live past their prime reproductive years to spend more time helping offspring.

    The research team observed and collected genetic data from a group of 67 wild monkeys living in a protected reserve in Brazil?s Atlantic Forest: infants, mothers and possible sires. They found that six out of the 13 adult males they studied spent more time in close proximity to their mothers than would be expected by chance. These same six monkeys, on average, sired the greatest number of offspring.

    The investigators are still trying to figure out why. ?It?s not like we see moms intervening and helping their sons out,? Strier says. ?Maybe by sitting near their moms, they get to see when females are sexually active, or maybe they just get more familiar with other females.? Strier also found that there was no inbreeding among sons and their close female relatives, a process that might also be mediated by mothers. ?Mating may be less random than we think, perhaps because of the influence of the mothers,? she says.

    The findings can help with future conservation efforts for the critically endangered species. ?The last thing we would want to do is take a male out of its natal group,? Strier observes.

    Belfast hospital evacuates unit after 3 babies die (AP)

    BELFAST, Northern Ireland ? Northern Ireland's major maternity hospital has evacuated its unit for premature babies after three died from a bacterial infection.

    A doctor at the Royal Maternity Hospital in Belfast, Clifford Mayes, says the 13 babies remaining in the neonatal unit are being moved to isolation rooms while the unit is extensively cleaned and an investigation launched.

    Mayes said Friday that the first baby died Jan. 6, the second Jan. 13 and the third Thursday night. He said the Pseudomonas bacterium responsible is not particularly contagious and poses little threat to healthy humans, but proved lethal to ill and premature babies.

    Study: 'Tiger Parenting' Tough on Kids (LiveScience.com)

    "Tiger mom" and Yale professor Amy Chua caused an uproar last year with a Wall Street Journal article about the superiority of her strict, Chinese-style version of parenting. Now, research suggests that critics of the piece may have had a point: High-achieving Chinese-American children do, in fact, struggle more with depression, stress and low self-esteem than their equally high-achieving European-American counterparts, and the reason involves parenting style.

    Chua's piece, excerpted from her book "Battle Hymn of the Tiger Mother" (Penguin Press, 2011), extolled the virtues of strictness, blunt criticism and an unyielding insistence on academic perfection. In the essay, she tells the story of making her 7-year-old daughter sit at the piano without food or bathroom breaks until she mastered a difficult piece.

    Strict parenting and stellar academic achievement are common in Chinese immigrant families, according to Desiree Baolian Qin, a professor in the department of human development and family studies at Michigan State University. But unfortunately, so are depression, stress and other so-called "internalizing" disorders.

    "If you're doing well, you should be feeling good," Qin told LiveScience. "But what I've found persistently in my research is that that's not the case."

    Family and mental health

    In a new study to be published in the Journal of Adolescence, Qin compared 295 Chinese-American ninth graders with 192 European-American ninth-graders at the same highly competitive U.S. school. This high school, in a northeastern U.S. state, accepts only the top 5 percent of applicants by test scores. Thus, all the children in the study were academic all-stars.

    Earlier research had turned up disturbing patterns of mental health struggles in Chinese-American high-achievers, Qin said. She wanted to understand why. So she and her colleagues had the two groups of ninth graders fill out questionnaires to measure their grades, levels of anxiety and depression and the amount of conflict in their families. The researchers also asked about how much warmth and support they felt from their parents, a measure called family cohesion.

    "It wasn't completely surprising, but I was still a little shocked that in all these measures of family conflicts and cohesion and mental health, we see the Chinese kids were more disadvantaged," Qin said. "They reported higher levels of conflict, particularly around education, and they report much lower levels of cohesion." [7 Things That Will Make You Happy]

    Not only that, but they were more stressed and depressed than the Euro-American counterparts, and they had lower self-esteem.

    The culprit, Qin found, had everything to do with family. The more conflict and less cohesion in a teen's family, the more likely they were to have poor mental health. When the researchers removed conflict and cohesion from the statistical analysis, essentially erasing those differences between the white and Asian kids, the mental health difference also disappeared.

    "Parent-child relations are the main factors that contribute to their lower levels of reported mental health," Qin said.

    Academic strife

    In a second study, Qin conducted in-depth interviews with18 of the Chinese students at the school. She found that academics are an enormous point of contention in Chinese-American families. The students complained that their parents talked constantly about academics and reacted emotionally to failure.

    "They just take everything so literally, and exaggerate," one female student told Qin, "like if I get one bad grade, they think, 'Oh no, you're going to fail school, you're going to become one of those bad girls who do drugs.'"

    Students also struggled with being compared to other children or family members, such as an older sibling who went to an Ivy League college. They even mentioned struggling with a cultural gulf between themselves and their parents. For example, one student said that she had a tough time in her relationship with her mother because American culture values standing up for oneself, while her Chinese-born mother feels that children should respect their parents and do as they're told.

    While East Asian culture has a deeply ingrained focus on education, many of the issues that arise in these families are migration-related, Qin said. All the Chinese children in the larger sample had immigrant parents, she said, while almost none of the European-American kids did.

    "My co-authors and I are not pathologizing Chinese kids and saying, 'Oh my God, Chinese kids are oppressed,'" Qin said. "The findings really point to immigration and the challenges created by migration in families."

    "When children are caught in between their parents' old way of parenting and being and culture and the new in the U.S., then that can be very, very tough for children in a variety of ways."

    Finding a middle ground

    Not all Chinese parents take the "tiger" approach, of course. In fact, Qin's in-depth interviews, to be published in an upcoming issue of the journal New Directions for Child and Adolescent Development, found that even strict "tiger parenting" is not black and white. The parents of the kids in the study worried about their children's health and happiness, and expressed sympathy when the children were overworked.

    "They have a lot of internal conflict," Qin said of these parents. "They want them to be successful in the new land, and they want them to be healthy."

    Fortunately, both are possible, Qin said. In a 2008 paper, Qin compared high-achieving Chinese-American students who were distressed with Chinese-American high-achievers who were mentally healthy. She found that the teens in families where parents take a strict "tiger mom" approach were the distressed ones. The high-achieving Chinese-American kids with more flexible parents did just as well in school, but were happy, too.

    That's the important message for all parents, "tiger" or not, Qin said. It's not a problem to have high expectations for your child, she said. You just have to communicate those expectations with love and warmth.

    "You can have a happy child with high achievement," Qin said. "A lot of families do have that."

    DirecTV dispute with Sunbeam has viewers in dark (AP)

    MIAMI ? DirecTV Inc. and the owner of TV stations in Miami and Boston are in a standoff over fees the satellite provider pays to run broadcast programming, leaving tens of thousands of viewers unable to see shows ranging from "American Idol" to the NFL playoffs.

    It's the latest in a string of disputes across the country between cable and satellite companies and local stations over what are known as retransmission fees, which have risen sharply in recent years. One industry group said there were about 40 similar blackouts nationally in 2011 and more continuing this year.

    "The networks are saying, `affiliates, you should be getting value from the cable and satellite providers, and if you're not, that's your fault," Bill Carroll, vice president at Katz Media in New York, said Thursday.

    In Miami, DirecTV viewers were unable to watch Fox's premiere of "American Idol" on Wednesday and last weekend's NFC playoff games because of the dispute between DirecTV and Sunbeam Television Corp. Sunbeam owns the Miami Fox affiliate and two stations in Boston, one of them the NBC affiliate that this year would carry the Super Bowl ? possibly featuring the hometown New England Patriots.

    "Usually the best time to have this drama is when there is a big event associated with it that could cost viewership," said Shari Anne Brill, a New York media consultant. "What better time to mess with it, when there's programming at stake and viewers get caught in the middle?"

    Sunbeam decided Thursday to give DirecTV's customers in Miami a break, announcing it will allow the satellite system to air Sunday's NFC championship game between the New York Giants and San Francisco 49ers, as well as top-rated "American Idol" later that night and local news. Sunbeam's station in Miami is WSVN.

    "WSVN-TV is still negotiating with DirecTV, but we care about our viewers, and we want them to be able to watch this game, which will determine who goes to the Super Bowl," said Robert Leider, WSVN's executive vice president and general manager.

    DirecTV spokesman Robert Mercer said it was the right move.

    "We're pleased that they're doing the right thing for our customers and NFL fans and are looking forward to getting a deal done quickly," he said.

    The blackout has forced DirecTV subscribers to scramble to see their favorite shows and sports. Shari Rondon, co-owner of J.P. Mulligans Restaurant and Pub in Pembroke Pines, resorted to old-fashioned rabbit ear antennas to allow patrons to see football games last weekend. She could only use about four televisions, far fewer than normal, for the games.

    "Everybody had to be huddled up. It's inconvenient for customers, and it's inconvenient for our staff," she said.

    DirecTV is accusing Sunbeam of greed, contending that it is seeking a 300 percent increase in the retransmission fee compared with the last contract. Sunbeam executives counter that they only want to update the fee to established market prices. The two sides have been negotiating off and on, but no breakthrough appeared imminent Thursday.

    Leider called the 300 percent figure misleading, noting that DirecTV for years paid no fee.

    The fees paid by cable and satellite providers to broadcast stations have risen from about $215 million in 2006 to an estimated $1.4 billion in 2011, according to a study by the SNL Kagan media research company. One reason, experts say, is that newer contracts between the broadcast networks and local affiliates give the networks a larger share of the fees.

    "The networks have become more aggressive with their affiliates, and the stations have had to become more diligent in pursuing the fees," Carroll said.

    Cable and satellite providers are pushing back. They contend that outdated Federal Communications Commission rules enable local affiliates to hold them hostage, and some members of Congress have introduced bills that would end a rule requiring the providers to carry only local broadcast signals.

    "They have found there's a gold mine," said Mike Heimowitz at the American Television Alliance, which represents many satellite and cable companies. "They are using the rules to extract more and more money."

    Brill, the media consultant, said she expects the DirecTV-Sunbeam dispute to be settled, possibly just in time for a playoff game or the Super Bowl. That's what happened in a 2010 fee fight between New York's Cablevision Systems Corp. and ABC, which ended just as the annual Academy Awards telecast got under way.

    "They usually cave in at the last minute," Brill said. "Consumers will wind up paying extra. That's the moral of the story."

    (AP) ? A self-styled chaplain suspected in a deadly scheme to rob people who replied to a Craigslist job ad has been charged with multiple counts of aggravated murder, kidnapping and robbery and could face the death penalty if convicted, according to an indictment announced Friday.

    The charges against Richard Beasley accuse him of killing three men and wounding a fourth in August, October and November.

    Beasley, 52, of Akron, who has been jailed in Akron on unrelated prostitution and drug charges, has denied involvement in the Craigslist slayings. He was arrested in November after authorities linked him to the alleged plot.

    Prosecutors would not speculate on a motive but Attorney General Mike DeWine, who joined in announcing the charges, said investigators are looking at "serial killings."

    "Are there more bodies? We frankly do not know," DeWine said, appealing to people with any information about missing persons to come forward.

    Also Friday, a judge determined that the case of a juvenile suspect mentored by Beasley will be moved out of the county where two slaying victims were found and another was shot but survived.

    The decision to transfer the case of Brogan Rafferty to Summit County came after a hearing Friday afternoon, said Tonda Brown, Noble County Court Assignment Commissioner. She said the gag order in the case has also been lifted.

    Messages were left with the Noble County prosecutor and Rafferty's attorney in Noble County. The Summit County Prosecutor's Office could not immediately comment, said spokeswoman April Wiesner.

    Summit County Prosecutor Sherri Bevan Walsh said the case of Beasley, with the nature of the crimes and the multitude of charges, was made for the death penalty.

    "This case we view as to be one of the worst of the worst when it comes to horrible murder cases," Walsh said.

    The 28-count indictment against Beasley also included theft, weapons and identity theft charges. Beasley received the indictment Friday, and a decision will be made next week about his representation, said Rhonda Kotnik, an attorney who has been representing Beasley on the non-Craigslist charges.

    An acquaintance of Beasley, 16-year-old Brogan Rafferty, of nearby of Stow, could face similar charges after being transferred to adult court late last year. His case is pending in Noble County where two of the slayings happened.

    Authorities say the scheme targeted older and single out-of-work men with backgrounds that made it unlikely their disappearances would be noted right away.

    The first victim, Ralph Geiger, 55, of Akron, was killed Aug. 9, the day after he left a homeless shelter saying he was taking a farm job. His body wasn't found until Nov. 25.

    Geiger's brother, Mark Geiger, said Friday he's happy with the way prosecutors are handling the case. He said he's long wondered about other victims. He said he's not a death penalty advocate but wouldn't oppose it, although life in prison for Beasley would also satisfy him.

    "As long as Beasley never has the opportunity to interact with the outside world again, that's what I feel would be appropriate," said Geiger, a telecommunications executive in Atlanta.

    The plot's second victim, David Pauley, 51, of Norfolk, Va., came to Ohio in mid-October after answering the Craigslist ad. A friend has said Pauley was desperate for work and eager to return to Ohio.

    Police say he was killed Oct. 23, and his body was found Nov. 15. Family members had contacted police concerned they hadn't heard from him.

    The third victim, Timothy Kern, 47, of Massillon, whose body was buried near an Akron shopping mall, answered the ad and was last seen Nov. 13, authorities said. His body was also found Nov. 25. Kern told his family he was taking the job to help support his three sons.

    A surviving victim, Scott Davis, 48, of South Carolina, also answered the ad and was shot Nov. 6 before escaping, police say.

    Beasley was a Texas parolee when he returned to Ohio in 2004 after serving several years in prison on a burglary conviction. He was released from an Akron jail July 12 after a judge mistakenly allowed him to post bond on a drug-trafficking charge.

    He was arrested two days later following a traffic stop but again mistakenly released. An investigation by Ohio's prisons system found that Beasley should not have been released on bond but said confusion over interstate prisoner-transfer rules and "ambiguity" in messages from Texas to Akron jail officials contributed to the error.

    In a four-page handwritten letter to the Akron Beacon Journal, Beasley has said he has been miscast as a con man when he really helped feed, house and counsel scores of needy families, alcoholics, drug addicts, the mentally ill and crime suspects for years.

    "To call me a con man when I sacrificed for others is wrong," wrote Beasley, who didn't mention the Craigslist investigation or Rafferty. "To turn their back on me is not following Christ's example. I gave three full years of my life to that ministry and what I got out of it was the satisfaction of doing the right thing. There was no 'con' to it."

    Should Queen Elizabeth be a 'have-yacht' among have-nots?

    Reports that a British government official proposed that the royal yacht for Queen Elizabeth be funded with public money has stirred up anger in a time of austerity.

    It?s the other big boat story this week: Does Queen Elizabeth need or deserve a new royal yacht to mark her 60th?year on the throne? The debate is hotting up, with Prime Minister David Cameron sailing into rough seas of opinion after supporting the idea, despite an epic year of job loss and austerity in the United Kingdom.

    Cameron?s Liberal Democrat coalition partner Nick Clegg, who has been pushing ?tax the rich? schemes of late, told reporters it was a debate about ?haves and have-yachts.?

    In a memo this fall, Education Secretary Michael Gove floated the idea of funding a?$125 million yacht with Britain's public funds.?Mr. Gove,?a staunch monarchist,?was worried that her majesty?s Diamond Jubilee could be overshadowed by the 2012 Olympic Games to be held in London.?

    The proposed vessel would replace the former royal yacht Britannia, whose decommissioning in 2006 caused a famous tear from Queen Elizabeth.?

    The notion of using public funds to buy a yacht for one of the world?s richest women in the midst of a dire economic climate was quickly scotched by Mr. Cameron, who favors private financing for the idea.?

    British newspaper The Guardian broke the story?about Gove's suggestion that public funds be used for the gift and later reported that Prince Charles and a prominent rear admiral supported the plan. (In an article today headlined?"Britannia CAN rule the waves!" The Daily Mail ???a major proponent of the project and often of the monarchy ??rejected the claims that Gove had proposed public funding.)

    Since the Guardian broke the story and the government made strong reassurances that the project would not receive public funding, the charity behind the plan has set out to campaign for private donations instead.

    Plans for the yacht to be turned into a self-financing training and instructional vessel are in the works, should the proposal pan out.?However, potential donors say it is still unclear how much of the upkeep, security, staff, and other often hidden expenses of large vessels will cost the public.?

    Queen Elizabeth is still going strong in her Diamond Jubilee year, and has achieved a singular level of popularity among ordinary Brits that is helping the monarchy and the damaged reputation of the royal family, says Nick Spencer of Theos, a public theology think tank.

    ?But this is very badly timed,? says Mr. Spencer.

    Winston Churchill library to be created in DC (AP)

    WASHINGTON ? An international group seeking to preserve the legacy of Winston Churchill announced plans Thursday to create the first U.S. research center devoted to the longtime British leader.

    The new National Churchill Library and Center will be established between 2013 and 2015 at George Washington University with an $8 million pledge from the Chicago-based Churchill Centre. Rare books and research materials will be transferred to the university's library and housed in a new street-front center with exhibit space, officials told The Associated Press.

    University President Steven Knapp said the center will become a destination for students and scholars of the former British prime minister, along with tourists visiting Washington's many museums, archives and libraries. Churchill is widely admired for his leadership of Britain during World War II.

    "We're going to be able to study the 20th century through the study of one of the towering figures of the 20th century, Winston Churchill," he said. "The idea here is to look at him not just in isolation but also setting him in his life and times."

    Born in 1874, Churchill's career in politics spanned 60 years, serving in Britain's parliament, numerous executive posts and as prime minister for 10 years. He died in 1965.

    The Churchill Archives Centre at the University of Cambridge in Britain is the primary repository for his documents and personal papers with over 1 million items. Other major Churchill institutions in the United Kingdom include the Churchill War Rooms and Museum and Chartwell, the Churchill family's home.

    Much of Churchill's memorabilia has never been shown in the United States, so the new center could borrow materials from the British institutions for public programs and exhibits.

    Members of the U.S.-based Churchill Centre will build a collection to be housed in Washington, said Lee Pollock, the group's executive director. Several members have personal collections they seek to donate to a permanent library, rather than sell. The Washington collection could amass more than 1,000 volumes, he added.

    The gift will also create endowments to support a professor and a curator position devoted to Churchill and 20th century British history. From the gift, $2 million is devoted to renovating space for the Churchill center at the university library, and $1 million will fund exhibits and programs.

    "Americans are especially devoted Churchillians," Pollock said. The British icon is "probably the most collectible and collected statesman" of at least the last century, having written over 15 million words and about 50 different books as a historian and writer, he said.

    "No American president, perhaps with the exception of Lincoln, has ever been written about as much as Churchill," he said.

    Knapp said it is fitting to have a library devoted to Churchill in the U.S. capital where he addressed Congress and had close relationships with numerous presidents.

    Churchill thought of himself as a "personal bridge" between Britain and the United States, with an American mother and British father, Knapp said. His work with President Franklin D. Roosevelt helped draw the U.S. into World War II against Japan and Nazi Germany.

    "Of course that produced a tremendous alliance that had extremely important consequences," Knapp said. "Although he is from outside America, he in many ways stands for America's relationship with the larger world."
