Oregon lawmakers to vote on Nike expansion plan

(AP) ? Athletic footwear and apparel giant Nike Inc. plans to expand its operations in Oregon and hire hundreds of workers but wants the government to promise that tax rules won't change, prompting a special session of the Legislature.

Gov. John Kitzhaber said he'll call lawmakers together Friday in Salem to create a new law authorizing him to grant Nike's wish, and legislative leaders said they'll go along.

The Legislature is due to meet in its regular annual session beginning Jan. 14, but Kitzhaber said Nike needed certainty sooner. The company was being wooed by other states, he said.

"Getting Oregonians back to work is my top priority," Kitzhaber said in a news conference.

Nike wants an agreement that its state income tax will continue to be based solely on the company's Oregon sales, regardless of any future changes in the tax code, for a negotiated time period. Before 2005, Oregon also included a company's in-state payroll and property in the corporate tax formula.

Kitzhaber is asking for authority to make such a guarantee if a company invests at least $150 million and hires 500 or more workers. Nike has not specified its expansion plans, and spokeswoman Mary Remuzzi wouldn't say how many people would be hired beyond the 500 required under the proposed legislation. The company hasn't decided where it would expand.

"We support this proposed legislation as a way to help us continue to grow in Oregon," Don Blair, Nike vice president and chief financial officer, said in a statement.

The proposal is not a tax break for Nike but rather a tool to offer tax certainty to companies planning big expansions, Kitzhaber said.

Nike employs 44,000 people globally, including 8,000 in Washington County, home to its world headquarters in the Portland suburb of Beaverton. The company said its Oregon workers make an average wage of more than $100,000.

Kitzhaber said he expects the Legislature to adopt the legislation in a one-day special session. House and Senate leaders from both parties responded positively to the governor's proposal.

"This is a rare opportunity and we're not going to miss it," said Democratic state Senate President Peter Courtney.

Nike began discussions with the governor's office about a month ago, Kitzhaber said.

The governor and Nike pointed to an economic impact study by AECOM that said a potential Nike expansion could create as many as 12,000 jobs and $2 billion a year in economic impact by 2020. But the actual impact is murky. The study was based on a theoretical Nike expansion, not necessarily any specific plans the company has. It counts hiring by Nike as well as a multiplier effect from those workers buying more goods and services.

Nike has been selling off brands and making other moves to focus on its most profitable businesses, which include its namesake Nike brand, Jordan, Converse and Hurley.

It sold its Cole Haan brand to private equity firm Apax Partners for $570 million in November and in October said clothing licensing company Iconix Brand Group Inc. would buy Umbro for $225 million.

Like most consumer product makers, Nike has faced rising costs for packaging, fuel and other raw materials.

In its most recent fiscal first-quarter, net income fell 12 percent as the boost from higher sales was offset by increased costs and ad spending. The company said then it was facing a slowdown of futures order growth, particularly in China. Those are orders from retailers of products that are scheduled for delivery between September 2012 and January 2013.

In November, Nike said it was boosting its dividend payment and planning a 2-for-1 stock split.

Companies typically split their stocks when they think the price of an individual share has gotten too expensive or if the stock is trading too far above similar companies' stock. Nike stock is up about 2 percent since the beginning of the year.

Nike built its current headquarters campus near Beaverton in 1990. It had a scuffle with city leaders in 2005 when it filed a lawsuit to find out if Beaverton leaders had plans for annexing company property. A judge found that city officials were in contempt for deliberately withholding public documents from Nike, including a draft annexation plan that showed city leaders considered forcing the company's headquarters into city limits in 2002. Nike got a 35-year exemption from forced annexation in Beaverton.

Either the governor or the Legislature itself can call lawmakers into session at times other than the state Constitution specifies.

For much of the state's history, the Legislature's regular sessions have been held every other year, at the beginning of odd-numbered years. That's the kind of session the Legislature is scheduled to begin early next year.

In recent years, the Legislature has moved to meet annually, running briefer sessions in even-numbered years. Those led to voter approval of a constitutional amendment in 2010 that called for annual sessions.

Records list 38 special sessions since Oregon's statehood, ranging from one day on eight occasions to 37 days in 1982.

    Powerful quake injures 13 in Japan 1 still missing

    Tokyo, Dec. 8 (Xinhua-ANI): About 13 people were injured and one still missing after a magnitude 7.3 earthquake jolted off eastern coast of Japan Friday.

    Two seniors were found injured in Aomori and Miyagi Prefectures respectively Saturday morning, local police said. The rest 11 injured were reported Friday after the quake, which also triggered tsunami up to one meter high along parts of Japan's Pacific coast.

    Iwate authorities said they are still searching for a senior, who went missing after evacuating in a boat from Kuji port in the prefecture in response to tsunami alerts.

    Japan's nuclear regulator said no abnormalities were detected at nuclear plants in the affected region, including Fukushima Daiichi and Fukushima Daini plants.

    Over 20,000 people evacuated and railway services and an airport were suspended temporarily after the temblor.

    The Japan Meteorological Agency said the quake was probably an aftershock of the catastrophic temblor hit the region in March 2011.

    The agency also warned that there would be an aftershock up to magnitude 6 within a week. (Xinhua-ANI)

    NFL Playoff Picture 2012: Current Playoff Teams Who Won't Make the Postseason

    Well this is anti-climactic.

    13 weeks into the NFL season, and there's not a lot of mathematical intrigue surrounding the playoff picture. Four?division leaders have already clinched, and two more hold leads of over one game.

    As far as the Wild Card is concerned, it's not as up-for-grabs as it has been in recent years. There are hosts of teams hovering around the five- and six-win mark, but most of them don't appear serious about making a playoff push.

    But if you dig a little deeper, there are a few current playoff teams who shouldn't get too comfortable with their current position.

    Let's take a closer look at two teams who could be kicking themselves come?January:

    ?

    Indianapolis Colts

    People are talking like the Colts have already clinched a playoff berth. Which I get. They have a one-game lead over Cincinnati, who plays at Dallas this weekend. If the Colts beat Tennessee at home, and the Bengals lose to the Cowboys, they'll have a two-game buffer in the AFC Wild Card hunt.

    I just don't think that's how it'll shake out.

    FootballOutsiders.com??the most widely respected source of advanced football stats??has the Colts 27th in their Week 14 rankings.

    Twenty-seventh.

    That's below the likes of Cleveland, Arizona and San Diego. For God's sake, it's below the Jets!

    Football Outsiders gives the Colts a 69.1 percent chance at making the postseason; the Bengals have a 58.1 percent chance. If either Cincinnati or Tennessee win this weekend, those number could be equal.

    Especially considering the Colts still have to play Houston twice.

    Pittsburgh, who's tied with Cincy (and still has to play a home game against them) is obviously at risk of dropping out too. But the numbers, along with their relatively easy schedule, suggest they'll be okay.

    The same can't be said in Indy.

    ?

    Chicago Bears

    Yes, Chicago has the top-ranked defense in the NFL. And sure, they have a two-game lead on Washington and Dallas.

    They're still in jeopardy of blowing a playoff berth for the second straight season.

    Chicago's remaining schedule is anything but a gimme. They play at Minnesota this weekend, then host Green Bay in Week 15. Those are two very loseable games.

    After that come road games with Arizona and Detroit, which seem innocuous at first, but could actually be traps for the Bears. Arizona has a top-five defense and Detroit has a top-10 offense. Units that good, on their home turf, are always a threat.

    Especially with Brian Urlacher out for the rest of the regular season.

    Washington, meanwhile, has one of the easiest remaining schedules in the NFL. Should they get by Baltimore at home this weekend, they'd only need to win at Philly, at Cleveland and vs. Dallas to go 10-6.

    Exactly where the Bears would be if they finish 2-2.

    Chicago and Washington are headed in opposite directions: The Bears have lost three of four, while the 'Skins have won three straight.

    Don't be surprised if we wake up one morning and see that one ship has passed the other.

    High Hopes for Boise State, Washington in Vegas Bowl

    LAS VEGAS (AP) ? Beyond the common goal of notching another win, No. 20 Boise State and Washington see different opportunities in the Las Vegas Bowl.

    Boise State coach Chris Petersen said the Dec. 22 game is a chance to show organizers of other bowls how many fans the Broncos can lure.

    "It's a big part of what bowls you are going to go to; they look at who carries the fans. If you bring a lot of fans, those bowls are going to want you," he said following a news conference Thursday at New York-New York casino on the Las Vegas Strip.

    Washington coach Steve Sarkisian said the bowl could be a "springboard" that will help his young team earn wider recognition.

    "It's the only game on that day on national television, so for Husky nation, it's an opportunity to get on that national stage," he said.

    Boise State (10-2) is playing in the Vegas Bowl for the third straight year, having beat Arizona State last year and Utah in 2010.

    During the news conference, Petersen gestured to the bikini-clad women behind him and said, "I think we might be coming here too much when I continue to recognize the showgirls."

    Washington (7-5) is enjoying its third consecutive bowl game and making its first appearance at the Las Vegas Bowl, which is scheduled to be broadcast on ESPN at 12:30 p.m. PST. It's the first Vegas Bowl game scheduled during the day since 2002.

    The two Northwest teams are scheduled to meet again next year to kick off the 2013 season in the Huskies' renovated stadium. Sarkisian said he is looking forward to the development of a mini-rivalry.

    The two teams have only met one other time, with Washington beating Boise State 24-10 in 2007 in Seattle.
