Eau Claire 2nd in nation in construction jobs

EAU CLAIRE, Wis. -

New figures show Eau Claire is second in the nation in the percentage of new construction, mining and logging jobs.

The Associated General Contractors of America compared last month to June of 2012. Only Pascagoula, Miss., was stronger with a 33 percent gain in construction jobs tied to busy shipyards.

The Eau Claire area had 4,200 jobs in the construction category in June, up 31 percent from a year earlier. Officials say more construction at the University of Wisconsin-Eau Claire, manufacturing plant expansions, highway work and a new county jail were all factors in the employment surge.

Eau Claire Economic Development Corp. executive director Brian Doudna told the Journal Sentinel a frack sand processing plant was also built in the last year.

Texan gets another wrong water bill topping $66K

(AP) ? A Dallas man says he's shocked to have been swamped with a nearly $67,000 erroneous water bill a few months after a similar computer error.

Tom Hoffman says he is looking forward to getting a new bill after the latest mistake that Dallas officials blame on a bad water meter.

WFAA-TV (http://bit.ly/1e853CN ) reported Monday that Hoffman canceled his auto-payment system earlier this year after getting a water bill for more than $66,000. Hoffman's financial accounts were frozen before the error was fixed.

Now it's happened again.

City of Dallas spokesman Frank Librio says the stuck meter has been replaced and accurate billing will follow.

Librio also apologized for the error and the inconvenience to Hoffman.

China's Bo to plead guilty, but maybe not to all charges: sources

By Benjamin Kang Lim and Ben Blanchard

BEIJING (Reuters) - Disgraced Chinese leader Bo Xilai has agreed to plead guilty at a trial likely to be held within weeks, three sources said, in an apparent bid to earn a more lenient sentence and allow authorities to close the door on the country's biggest political scandal in decades.

But it was not clear if he would plead guilty to all or only some of the charges of accepting bribes, corruption and abuse of power.

Bo's downfall is the country's most divisive political scandal since the 1976 downfall of the Gang of Four at the end of the Cultural Revolution.

President Xi Jinping is keen for Bo's trial to go off smoothly as he pushes major economic reforms ahead of a closed-door party plenum in September or October where he will need unstinted support from the party.

Reuters reported in February that Bo, one of the Communist Party's high-flyers who fell from grace in early 2012, had refused to cooperate with government investigators, staged a hunger strike twice and refused to shave his beard in protest against what he deemed unfair treatment.

"Bo Xilai had initially refused to admit guilt and insisted on defending himself," said a source with ties to the leadership and direct knowledge of the matter, requesting anonymity due to the political sensitivity of the case.

"But in a change of heart, he cooperated and will plead guilty (at his trial) in the hope that he will receive a relatively lenient sentence," the source told Reuters.

It remains to be seen if his decision to plead guilty will hold until the trial.

In China, defendants are presumed guilty until proven innocent and those who refuse to cooperate are often given harsher sentences.

Other sources indicated Bo may not plead guilty to the abuse of power charge.

A source close to the family, who also spoke on condition of anonymity, said Bo will plead guilty, but should not be held accountable for crimes committed by immediate family members. The source declined to elaborate.

The abuse of power charge is believed to be linked to the murder of British businessman Neil Heywood by Bo's wife, Gu Kailai, when Bo was the party chief in sprawling Chongqing city.

Gu was convicted of the murder last August and Bo's police chief, Wang Lijun, was jailed for trying to cover up the crime.

A third source, also with ties to China's leadership, said Bo will plead guilty to accepting bribes and corruption while he was mayor and Communist Party boss of the northeastern city of Dalian between 1992 and 2000.

But Bo will deny the charge of abuse of power when he was party boss of Chongqing, the source added.

"By pleading not guilty to the abuse of power charge, Bo wants to show that he is a victim of a power struggle," the source told Reuters, also requesting anonymity. The source did not elaborate.

After his appointment as party boss of Chongqing in 2007, Bo turned the region into a showcase of revolution-inspired "red" culture, as well as state led economic growth. He also won national attention with a crackdown on organized crime.

Bo's populist ways and crime clean-up were welcomed by many of Chongqing's 30 million residents, as well as others who hoped Bo could take his Maoist policies nationwide. But his ambition and brash self-promotion irked some top leaders.

Bo's lawyers Li Guifang and Wang Zhaofeng did not answer telephone calls seeking comment on what his strategy will be at the trial.

He will be represented in court by his family-appointed lawyer Li, as opposed to having a state-appointed attorney forced upon him as happened to his wife, a fourth source with direct knowledge of the case told Reuters.

New Material Could Cool Gadgets Even Better Than Diamonds Do (Wait, What?)

As electronic devices get increasingly tiny, heat management becomes a bigger and bigger problem. In gadgets that can't practically house a fan, heat sinks do the job of keeping sensitive electronics cool. So far, the best-performing heat transfer material has been diamond, which any rap video will remind you is crazy expensive. Now, physicists have found that a boron compound could outperform all of Jay-no-hyphen-Z's ice.

Actually no. If you look at the kinds of innovations coming out of Microsoft Research you'd be pretty impressed. It's just that a lot of what is shown never really gets made into a product for them.

Don't doubt their ability to compete, especially when it comes to things like this. They have have neural network structures for R&D purposes that rivals IBM, Google etc.

Actually, if you look at Microsoft's R&D budget, it's been historically a top spender for a long time.

MS doesn't swoop in and take the credit for stuff, That would be Apple. They may come in later and do it different. Usually it turns out better than the others. I'm sure that they would rather present a useful product instead of some gimmicky, snarky assistant.

Instead we will take that money and continue to stage rigged "Beat by Windows Phone Events" and push up the release of Windows Blue from 7 months to 6 all the while not including a start button. CBS chief exec says cable fee dispute unresolved

(AP) ? A dispute with Time Warner Cable was unresolved as a deadline loomed involving the availability of stations in three major markets, CBS Corp. chief executive Les Moonves said Monday.

If it's not settled, six CBS TV stations could go dark for around 3 million Time Warner Cable customers in New York, Los Angeles and Dallas.

CBS Inc. and Time Warner Cable Inc. are in the public spat over fees in the markets.

Moonves told the Television Critics Association the deadline to resolve the dispute is 5 p.m. EDT Monday.

The disagreement centers mainly on how much Time Warner Cable pays for the right to retransmit signals from the CBS-owned stations.

Also involved is a possible blackout of CBS-owned Showtime for Time Warner Cable customers nationwide who pay extra for it.

Discussions were continuing and Moonves said he hopes the stations don't go dark.

"As we've said, we feel like we should be paid for our programming," he said. He declined to offer further details, saying he didn't want to negotiate in public.

Dozens of blackouts have occurred nationwide in fee fights over the years, but many get resolved at the last minute.

Selling retransmission rights has become a big business for broadcasters such as CBS. Research firm SNL Kagan estimates retransmission fees will reach $3 billion industrywide this year and double to $6 billion by 2018.

Time Warner Cable has said it's resisting a fee hike demand by CBS so prices don't go up for customers. CBS said Time Warner Cable isn't agreeing to terms that its competitors have accepted.

If the fight continues, some Time Warner Cable customers could lose access to new episodes of "Under the Dome" and the 15th season of "Big Brother." Both are available online after a slight delay.

HARRISBURG, Pa. (AP) ? Penn State's former president told investigators that he knew better than to jump to conclusions that Jerry Sandusky's "horsing around" in a university shower naked with a boy could have been sexual in nature.

Graham Spanier made the comment during April 2011 grand jury testimony that was read aloud for the first time in a Harrisburg courtroom Tuesday.

The hearing for Spanier and two other former university officials is to decide whether there's enough evidence to warrant a trial on the charges against them in the child-sex abuse scandal.

Prosecutors say the defendants failed to tell police about a sex-abuse allegation against Sandusky in 2001. But the defendants say they weren't told that Sandusky was molesting the boy.

Police also investigated complaints about Sandusky showering with boys in 1998, but Spanier says he knew nothing about that.

Watch slowed-down impact of strikes from UFC on Fox 8

This is pretty cool. Fox used the UFC Phantom Cam for Saturday night's fights to slow down some of the night's biggest strikes. In MMA, strikes can happen so quickly that you can't see their true effect except through photography. With super-slow-motion, you can see what a punch or a kick can really do to the human body.

Thanks, MMA Junkie.

Along with Miss America, parade returns to NJ

The Miss America parade is getting a television-friendly makeover as the tradition returns to Atlantic City in September for the first time in nine years.

The Sept. 14 parade will be televised live for the first time, Miss America Organization CEO Sam Haskell told The Associated Press on Monday. It's scheduled to air live on WPVI-TV, the ABC affiliate in Philadelphia, and again the next day as part of the lead-in for the Sept. 15 pageant finals, which will be shown on ABC nationally.

"We're supersizing the parade," Haskell said. "We're supersizing the telecast."

Some local groups have complained about the cost of getting a float in the parade this year ? at least $2,000 compared with $200 in 2004, the last time it was held.

Haskell said higher fees will help pay for a more spectacular event designed to show off Atlantic City.

The parade on the boardwalk harks back to the roots of Miss America, when the pageant launched in 1921 as a way to drum up business for the shore resort after Labor Day.

The pageant is getting reacquainted with fans shouting "Show us your shoes!" to the contestants in convertibles, among other traditions, when it comes back to Atlantic City.

It's not clear exactly how long parade-goers have been shouting to the women. But Haskell said that since at least the early 1990s, the women have elaborately decorated their shoes ? Miss Maine's have often had lobsters on theirs, and you can count on Miss Texas wearing cowboy boots ? and obliging by displaying them proudly.

Miss America left its hometown for Las Vegas after 2004 and except for one year when there was a walking parade there, the show-us-your-shoes tradition disappeared.

Producer John Best, who puts on eight parades annually, including the National Independence Day Parade in Washington, was hired to run this year's edition.

Best said the route will run along the familiar boardwalk, but now starting at Revel Casino-Hotel, a shimmering glass structure that wasn't yet built the last time Miss America was in town.

He said the 4,000 participants will include two youth choirs; convertibles carrying the contestants; 15 elaborate floats, including one featuring veterans back from Iraq and Afghanistan; dancers and a performance area for TV purposes. Local Girl Scout troops and Red Cross chapters will be represented.

The first of the 22 marching bands will be ? as it has long been ? the one from Atlantic City High School.

But Best said another one will be an all-star marching band from high schools around Atlantic County. That's an element he said he hopes to become a tradition.

IPad-Equipped Fitness Wall Monitors Strength Training

Fitwall is a new type of fitness club where athletes train using seven-foot walls, which are research-driven and designed for vertical training. They promote the activation of muscles, balance of the body, increased caloric consumption and decompression of the spine.

      IPad-Equipped 'Fitwall' Monitors Vertical Training

Athletes wear a Bluetooth monitor that sends data to an iPad located at the top of each wall. This measures performance while inspiring and connecting athletes to each other, so they can compare themselves and track how they are improving over time.

Business Insider reports that a Fitwall studio contains sixteen walls, each with four stationary rungs to support your feet and four hand grips. They are ideal for exercises like squats, calf raises and pull-ups.

They help improve strength, cardio and flexibility in a 40 minute session. The first Fitwall recently opened in La Jolla, California, and there are plans to launch in Manhattan next year.

Rockland man arrested after alleged assault with baseball bat

ROCKLAND, Maine ? A 36-year-old Rockland man who is on the sex offender registry is accused of attacking another man with a baseball bat after being called names.

Samuel Sanchez was arrested Sunday and charged with Class A elevated aggravated assault, according to Rockland Deputy Police Chief Wally Tower.

Police were called to the Brunswick Rooms apartments on Main Street shortly after 11 a.m. Sunday, the deputy chief said. The victim was another male resident of the apartments who was taken by Rockland ambulance to Pen Bay Medical Center in Rockport.

The victim suffered a concussion and cuts and bruises to his head, according to an affidavit filed by Rockland police in Rockland District Court. Tower said he has heard that the victim has since been released from the hospital.

Sanchez is being held at the Knox County Jail in Rockland on $50,000 cash bail. He is scheduled to make his initial court appearance Monday afternoon in Rockland District Court.

According to the affidavit, Sanchez said he struck the victim repeatedly following a verbal altercation. Sanchez told police that the victim and the victim?s girlfriend had been loud the night before and he had confronted him about it. Sanchez also told the officer that the victim had also been calling Sanchez derogatory names, according to the affidavit. One of the names was a derogatory term for hispanics. Sanchez is hispanic.

Sanchez said the victim also had been calling him an offensive name for being a sex offender, the affidavit states.

Sanchez also was charged with violating a condition of release. According to the sex offender registry maintained by the Maine Department of Public Safety, Sanchez was convicted in 2009 of lewd or lascivious battery on a victim 12-15 years old in Florida and is a lifetime registrant of the sex offender list.

Pension boost for retired military personnel

Mike Kelly MP ,the Federal Member for Eden-Monaro.

More than 26,000 retired Australian military personnel will receive a boost to their pensions next year after the federal government announced long-awaited reforms to defence superannuation on Tuesday morning.

From July 2014, payments to members of two military super schemes that have been closed since the early 1970s, will have their retirement incomes indexed in the same way as the Centrelink aged pension.

But the increases in indexation will only apply to members of the Defence Force Retirement Benefit and death benefits schemes who are over 65.

The Coalition has already committed to changes that would see changes to indexation for military retirees aged 55 and over, but announcing the reforms in Canberra on Tuesday, Minster for Defence Materiel Mike Kelly said Labor had decided such a move would be too expensive.

"The fiscal implications are very very significant, it would increase the cost dramatically if we had cut it in earlier," the minister said.

"This nation needs to address retirement incomes and the huge challenges we face.

"This measure deals with able-bodied former service personnel who are not veterans and we would expect people in that space to earn a living until retirement age.

"The country and the economy can't afford not to have them out there and they are very valuable people."

Dr Kelly said the changes would have a cash impact of $34 million over the four-year forward estimates period and a fiscal impact of $290 million during the same period.

"This reform today will be achieved through offsets and saving in the budget," he said.

College football preview: TU, OU, OSU players with something to prove

By BILL HAISTEN World Sports Writer on Jul 28, 2013, at 2:34 AM??Updated on 7/28/13 at 7:48 AM

      Trey Metoyer, So., WR

The sophomore wide receiver had large expectations entering 2012, but ended with only 17 catches for 148 yards. His production grinded to a halt in the season's final 10 games, when the former Rivals five-star recruit only had seven receptions. OU coach Bob Stoops expects this season to be different. "Trey definitely feels a lot more comfortable in what he needs to do, what we're asking him to do. I feel like he's exhibited more confidence in doing that. We believe he has a chance to have a really big year."

      - ERIC BAILEY, World Sports Writer

      Justin Gilbert, Sr., CB

Gilbert's junior season could have been a farewell tour.

The cornerback capped his sophomore season by being named defensive MVP of the Fiesta Bowl. He appeared poised for the kind of 2012 season that would result in him leaving school early for the NFL.

Instead, Gilbert endured an interceptionless season and decided to return to Stillwater for a do-over. So far, so good. He had two interceptions in the spring game.

"Gilbert needs to play well this year," coach Mike Gundy said at the Big 12 Media Days. "Justin didn't play very good last year, but he certainly has the capability."

      - JIMMIE TRAMEL, World Sports Writer

      Jack Jewell, Sr., DT

After three seasons at the University of Tulsa, Jack Jewell's body of work amounts to this: He has appeared in nine games and was credited with a combined total of 11 tackles. Now a 6-foot-5, 287-pound senior, Jewell is expected to start at defensive tackle. He performed well during the spring, but can Jewell stay healthy and consistently make plays? A former Norman High School star, he returns to Norman when the Golden Hurricane visits Oklahoma on Sept. 14. It's a big assignment for such an inexperienced guy.

"During the spring, he gave me a lot of reason to be hopeful," Tulsa coach Bill Blankenship said. "But he is an unproven commodity. Frankly, he's still got a lot of work to do in summer school - the kind of work that has me sitting here, checking text messages."

Linebacker Shawn Jackson and safety Marco Nelson return as two of the elite defenders in Conference USA, but otherwise the Hurricane defense is almost completely rebuilt. Coaches express confidence in a cornerback rotation that should include Dwight Dobbins, Darnell Walker Jr. and Darrell Williams.
